Kogi Assembly defiles NASS, holds sitting

Kogi StateHouse of Assembly sat and adjourned till tomorrow but failed to hold plenary session as members present could not form a quorum for normal legislative business. The ‘de facto’ speaker, Alhaji Umar Imam, who presided, said it is against the rules of the House to hold plenary sitting when the number of members present did not form the quorum for normal session.

“In view of the fact that a quorum is not formed, I will rather adjourn the House to Thursday, March 24 and commence at 10 am,” he said.

This is because only seven members, including Imam, were on their seats to commence the legislative business of the day after the normal executive session but had to invoke the rules to adjourn. It was apparent that the resolution of the House of Representatives concurred with by the Senate last Thursday to take over the functions of the state assembly over unresolved leadership crisis did not make any impact.

The directive by the National Assembly to the Inspector General of Police, IGP, to seal off the Assembly complex was also not heeded as the House remained opened and would have had the plenary sitting but for its inability to form a quorum.

Police Public Relations Officer, PPRO, Williams Aya (ASP), disclosed there was no directive from the Force Headquarters to the state command to seal off the assembly complex. “It is only the IG that can give order on such issues, but so far, we have not received any directive in respect of the assembly,” he said.

It would be recalled that the House, under the leadership of Imam, since the purported take-over of its functions, has consistently sat with 10 members and issued resolutions for the state government to implement.
