The Rivers State House of Assembly yesterday passed into law two controversial tax bills, the Rivers State Taxes and Miscellaneous Bill, 2016, and the Hotel Occupancy and Restaurant Consumption Bill, 2016.
Also passed into law was the Port Harcourt Polytechnic Bill, which has now given the Rivers State College of Arts and Science (RIVCAS), Rumuola, Port Harcourt, a full-fledged polytechnic status.
Recall that the Trade Union Congress (TUC) and several civil society organisations rejected the two tax bills, saying their passage into law would amount to double taxation of workers and residents of the state.
With the passage of the tax bills, people doing any business in Rivers State, including petty traders, are expected to pay taxes, while those involved in the hospitality industry will pay 4 per cent income of all items consumed in their hotels and restaurants. Also, the RIVCAS will now be known as The Port Harcourt Polytechnic.
The passage of the three bills into law came after members debated on the three different reports of the Joint Committee and as well as Education Committee, respectively, which was presented on the floor of the House.
Debating on the tax bills, lawmakers, however disagreed on the percentage to be paid by the hoteliers and restaurant operators. House Leader and member representing Obio/Akpor constituency I, and the member representing Ahoada West constituency, Hon Edison Ehie in their separate debates insisted on 4 per cent taxation for the hospitality business.
Amaewhule, who opened debate said things are not rosy as they used to be so taxes must be paid. “Government can only function from monies realised from taxes”, he said.
